Tashkent Metropolitan University and Universiti Putra Malaysia Sign Memorandum of Understanding

On 15 September 2026, Tashkent Metropolitan University (TMU) and Universiti Putra Malaysia (UPM) signed a Memorandum of Understanding (MoU) establishing a framework for academic and research cooperation between the two institutions.

  • Under the terms of the agreement, the two universities intend to develop cooperation across several areas, including:
  • Implementation of UPM PhD programmes at TMU;
  • Joint research activities and publications;
  • Development of dual or joint degree programmes and academic pathways;
  • Exchange of students and staff for academic, research, and training purposes;

Organisation of joint academic events such as conferences, workshops, and seminars.

Commenting on the agreement, Bekhzod Djalilov, President of Tashkent Metropolitan University, said: “This Memorandum of Understanding with Universiti Putra Malaysia is an important step in expanding TMU's international academic partnerships. It opens the door for our students and faculty to engage with one of Malaysia's leading research universities and lays the groundwork for joint programmes that will benefit both institutions.”

TMU is a private, non-profit higher education institution in Tashkent, Uzbekistan, focused on delivering internationally recognized educational programmes and fostering academic mobility and global engagement.

UPM is a public research university in Malaysia established under the Universities and University Colleges Act 1971, based in Serdang, Selangor. Founded as Universiti Pertanian Malaysia with a focus on agricultural sciences, it has since grown into a comprehensive research university. UPM ranked 134th in the 2026 QS World University Rankings, up from 148th the previous year. Its Faculty of Educational Studies, where both members of the visiting delegation are based, has operated for 48 years; 98% of UPM's faculty hold PhDs, and the university maintains academic partnerships across six continents

The signing marks the start of a formal partnership between the two institutions, with both parties expressing their intent to build joint academic initiatives on the basis of equality and mutual benefit in the period ahead.
